In England, the world-famous actor Mr. Bean, in an address to Parliament, said that if offending someone were criminalized, he would be in jail many times over.\u003c\/p\u003e\u003cp\u003eLaws, regulations, and programs, the purpose of which is social engineering like that for Indigenous, too often result in loss of personal responsibility.
