The robes can only be obtained in The Land of Contrasts where many ips will become villains. King Ip cannot allow ips who have become villains to return without creating conflict in Iptopia. Little Ip wants to help her friends get their robes of magnificence and return to Iptopia, but she cannot do it all by herself.
